This sequence was filmed by Richard Lester for Superman III, with the
live-action blue screen footage, featuring the popular character actor
(and Lester regular) John Bluthal, along with the Wescam plates and model
effects being shot specifically for that film. This scene was also supposed
to be filmed for Lester's version of Superman II in 1979, although it
was eventually dropped. It's unclear at this time whether Richard Donner
managed to film anything for his version of the scene during his original
1977 shoot.
However, if an alternative Donner version of this sequence doesn't exist,
it's likely that the scene will be dropped altogether, rather than try
to utilize Richard Lester's version. Since that can already be seen in
Superman III.

386-388 - AS SHOT BY DONNER

Example (Lester footage):
389 - 391 - TEXAS RANGERS SEQUENCE
This scene, as far as we know, wasn't filmed by Donner. Although the scene
was used to screen test the actresses auditioning for the role of Ursa.

The replacement Sheriff scene in Richard Lester's version is quite different
in tone to the 1977 scene Donner would have shot, although the basic scenario
is more-or-less the same.
We'll look at two ways they could tackle this scene.
The first is a re-edit of the theatrical version, with the humour toned
down to make the villains appear more threatening.
Start with the footage of the villains flying down through the clouds.
Follow this with a shot of the Sheriff's car driving up the road.
Then cut to the Sheriff and Deputy spotting the villains in the road.
Then continue with the scene until the Sheriff says "Duane, you take
care of it."
Then cut to the Deputy getting out of the car and walking towards the
villains.
Then show Ursa walking up to him.
Remove all her dialogue here, and cut straight to her ripping off his
badge.
Remove the shot of the Sheriff going all rolly-eyed.
Then cut to the Deputy raising his shotgun, and Zod levitating it with
his heat vision, etc.

Cut the shot where Zod points the gun at himself (to remove the obvious
double used in this shot).
Remove Non's reaction.

Cut to Zod throwing the gun away. Then, as Non walks towards the car,
overdub Zod's "And who is your superior?" line, from the deleted
East Houston scene.
